Can you defer acceptance to a Counseling Psych PhD?

Hi There,
I'm applying to Clinical Psychology PhD programs this year- primarily more equal-emphasis programs as opposed to completely research oriented. I've contemplated applying to one or two Counseling Psych PhD programs sort of as an alternative. I know Clinical Psych you can't defer, but in the case that I didn't get in to a Clinical program and did get into a counseling program is there a possibility to defer acceptance for the counseling program for one year? I would want to try again for a clinical program if I didn't get in the first time around, but I'm wondering if it makes more sense just to apply to the counseling programs the following year if I don't get in. Hope that makes sense!
