Application Fee Waiver Only Available for 14 Days?

So I finally got accepted for the fee waiver for submitting dental school applications. I read the email and it says I have to use the application fee waiver withing 14 days of receiving it?

"Submit your ADEA AADSAS application within 14 calendar days of being approved for fee assistance. Failure to submit your ADEA AADSAS application within 14 calendar days of being approved will result in a withdrawal of your FAP request, and you will no longer be eligible for fee assistance."

I haven't even taken the DAT exam yet. I have no letters of recommendations yet. I plan on taking the DAT end of August. Can I submit the application and send everything afterwards (DAT scores & recommendation letters)?

You can submit before taking the DAT and getting your letters but schools won’t look at your application until it is complete.
