Hawaii College of Pharmacy Event Timeline

This timeline details the events that occurred at the Hawaii of College of Pharmacy from launch through closure.  It is based on media reports and SDN forum postings.

  • 2003-2004: HICP opens admissions. Initial student handbook claims they are accredited. They also claim that they have pre-candidate accreditation status on their website.
  • Fall 2004: HICP opens in 2004 with inaugural class of 245, accepting millions in tuition from students. They do not have pre-candidate accreditation status from the ACPE, in defiance of the customary practice, which is that a school must have pre-candidate accreditation status before students are enrolled. They also do not have enough rotation sites lined up for their class.
  • Fall 2004: HICP applies to ACPE for candidate accreditation because they already have students enrolled and attending classes. They must go directly to candidate status because they already have students enrolled and attending classes.
  • Winter 2005: ACPE refuses to grant HICP an on-site visit for accreditation purposes and asks them to withdraw their application. They are reportedly told never to reapply.
  • Spring 2005: HICP decides not to turn in an application for an on-site evaluation
  • Spring 2005: HICP dean resigns due to “health reasons”. He returns to teaching at the University of Hawaii.
  • May 2005: Students begin filing complaints with the Hawaii Office of Consumer Protection
  • June 2005: Students contact media (Honolulu Star-Bulletin)
  • July 2005: Students are informed that only the top 100 students may go onto the P2 year. The next 100 students may stay but must repeat their P1 year.
  • July 2005: Pacific Business Journal reporter asks for input on the story of the pharmacy school and the affiliated dental school about to open on the forum thread.
  • July 2005: The Hawaii DCCA (Department of Commerce & Consumer Affairs Office of Consumer Protection) has assigned two workers full time to HICP.
  • July 2005: Judge refuses to bar students who protested HICP policies from being permitted access to campus. (Star-Bulletin)
  • July 23, 2005: University of South Nevada school dean tells Honolulu Star-Bulletin that HICP lied in leading students to believe HICP was affiliated with USN.
  • July 27, 2005: State of Hawaii sues HICP for alleged unfair and deceptive business practices. (Pacific Business News)
  • August 3, 2005: State temporarily freezes HICP business assets pending court action. (AP)
  • August 10, 2005: Judge freezes business assets of HICP along with personal assets of principals.
  • August 11, 2005: HICP announces that it is closing due to freezing of assets. (hawaiichannel.com)
